MWNF was founded in 1994 in Vienna, Austria, on the initiative of Eva Schubert, who has dedicated her professional career to developing a new way of designing and managing multilateral cultural projects. From 1998 to 2001 most of the activities of MWNF were coordinated from regional offices in Madrid and Rome. In 2002 MWNF moved to Brussels as the best place in Europe from which to coordinate the expanding network.

The MWNF permanent staff comprises a small team at the head office in Brussels as well one or two Local Coordinators who represent the organisation in each country and are responsible for local awareness and local project implementation. An international team of some 250 scholars, museum curators, photographers, experts in IT, education and PR, translators, copy editors and designers, from Europe and the Mediterranean region, are working together to foster understanding between nations through the promotion of the MWNF philosophy of cultural, political and economic cooperation.

Building on its international visibility, MWNF is able to finance its activities and infrastructure through budgeted projects, donations from private sponsors, the income from the sale of the MWNF publications and the marketing of its methodology and expertise.
